How does it develop? At the beginning of 1810 the Spanish situation becomes extremely critical due to the Napoleonic invasion of the entire peninsula. News arrives from Montevideo to Buenos Aires brought by the newspapers of the English merchant frigate “Juan Paris”, where they speak of the fall of Seville in the hands of Napoleon’s troops, and therefore the disappearance of the Central Board of Seville (composed of from Spanish joint movements, as a result of the fact that King Ferdinand VII was in prison at the hands of Napoleon).

What is the importance of it?, is that Viceroy Cisneros had been appointed by that Central Board in 1809 at the head of the Viceroyalty of the Rio de la Plata, and if it had disappeared, the viceroy’s appointment had expired, since the person who had given him the mandate had disappeared. Faced with this news, the Creoles of the capital of the viceroyalty press for the convening of an open council. On May 22, the city council of Buenos Aires meets with the presence of 251 people from the four hundred and fifty obituaries distributed, which constituted “the main and healthiest part of the neighborhood”. The majority voted decision was the subrogation of the viceroy. Spanish attempts seek to regain political power in vain.

The Creoles, supported militarily by Saavedra and his body of patricians, present to the Cabildo the names of the people who would make up the new Governing Board. The viceroy and the council, not having military support, agree, and thus the first national government called “Provincial Governing Board of the Provinces of the Río de la Plata, in the name of Mr. D. Fernando VII”. But, if we observe, it is a Buenos Aires only government, the interior is missing.

When, at the end of 1810, the deputies from the interior begin to arrive to resolve accordingly regarding this new stage that opens on the horizon, a series of clashes of power between the Interior and Buenos Aires will begin: shocks and misgivings that despite more than two centuries have passed, their throes are still felt.
