Zero VAT for tourists in the season

The Luis Lacalle Pou government resolved last October to grant visitors during the summer season the benefit of zero VAT in certain areas, within the framework of measures that aim to attract more people to Uruguay and strengthen the receptive tourism.

The decree, which bears the signature of the president Luis Lacalle Pou, establishes that the measure will apply between November 15 and April 30, 2025 for natural persons not resident in national territory.

The initiative covers purchases through debit or credit cards issued abroad, as well as electronic transfers with funds from other countries, as long as an acquirer or collection entity resident in national territory intervenes.

This total tax exemption occurs in services that today are taxed at 13% VAT, such as gastronomic services provided by restaurants, bars, canteens, coffee shops, tea rooms and the like.
