The Register will be based in The Hague, The Netherlands, but will have a branch in Ukraine. It will initially be set up for a period of three years. All members and observers of the Council of Europe can participate in the register, as well as other countries that request and are admitted. They are then expected to pay contributions to fund the register.
The Secretary General of the Council of Europe, Marija Pejcinovic Buric, described the decision to register as “historic”. It is one of the first legally binding instruments to hold Russia accountable for its actions.
