We booked the Delegate’s Dining Room on the fourth floor, large terrace and view over the East River. Rain clouds still hang over the Manhattan Bridge. But later, no joke, just as the Chancellor gives a short speech, the sky opens and the evening sun reflects golden in the windows of the Brooklyn skyline.
