The negotiations have not yet been completely concluded, but the first excerpts and points from the election program are still leaking out from the Union. What is known.
The Union wants to go into the federal election campaign with the demand for tax relief for the middle class. The Christian Democrats will therefore primarily use economic issues to woo voters.
The program will not be officially decided until next Tuesday. But the points are largely clear: According to this, the Union wants to reduce taxes for companies and private households, tighten criminal law and promote the economy with new measures, citing passages from the concept paper that was previously available to the newspaper.
This is what the plans look like in detail:
- Tax reform: The Union wants to raise the income threshold above which a top tax rate is due for employees. For normal earners, this could mean three-digit annual relief. She also plans to reform the property transfer tax so that families and employees with small and middle incomes can fulfill their dream of owning their own home. The Christian Democrats also want to gradually reduce the tax burden on companies from 30 to 25 percent. The same applies to the consumption of food: food in restaurants should be permanently taxed at seven percent.
- Debts: According to the paper, however, the Union is sticking to the debt brake. New debts are therefore excluded. The Union hopes that the federal government’s increasing spending can be financed primarily through economic growth.
- bureaucracy: The Union also plans to ensure that companies no longer have to exceed European requirements. In addition, audit and reporting cycles for companies are to be extended and trivial limits are to be raised. In addition, an approval fiction should be introduced. The procedure stipulates that applications to which an authority has not responded within a certain period of time are considered approved. Wherever possible, flat rates should also be expanded, is one suggestion in the paper.
- Climate protection: In the future, nuclear power should contribute to energy supply by promoting nuclear fusion technology, the concept also states. The Union parties want combustion engines to continue to be sold and further developed in the future. Through the use of synthetic fuels such as e-fuels and CO2-neutral fuels, combustion engines should have a future in Germany.
- crime: The sister parties would like to counteract the growing feeling of insecurity and crime in the public with more video surveillance, lighting on streets and weapon ban zones. According to the draft, men who are violent towards women should be monitored with electric ankle bracelets “in order to prevent these crimes,” it continues.
Union wants to present the finished election program on Tuesday
The discussions on the election program are in their final stages. However, some wording changes are still pending, reports “Welt” to people familiar with the processes.
CDU General Secretary Carsten Linnemann said on Wednesday that work on the CDU and CSU’s election program was “almost complete.” The party leaders Friedrich Merz (CDU) and Markus Söder (CSU) had voted on it again shortly before. There are now “one or two questions left – and we will clarify them this week.”
The election program is formulated by a small group. Those involved include Linnemann, Martin Huber (CSU), the managing director of the Union faction Thorsten Frei (CDU) and CSU Bundestag leader Alexander Dobrindt. Unlike in the past, no friction between the sister parties has emerged from the negotiations. A final version will be created over the weekend. The Union wants to present this on Tuesday.
