General: “We are no longer in peace”

Sn separate submarine cable, spying, cyber attacks – a general Bundeswehr general sees increasing threats. Germany is in a strategic confrontation with Russia.

The commander of the Bundeswehr’s new operational management command, Alexander Sollfrank, sees Russian interference measures a growing danger to security. “We are no longer in peace. We are watching enemy activities on the Bundeswehr in Germany, on infrastructure, also spying,” says the lieutenant general of the German press agency in Berlin.

There are also “attempts to penetrate” in the Bundeswehr properties. One is also alarmed by threats from the air. “We always have drone sightings over areas where they shouldn’t be,” says Sollfrank.

The general also refers to the repeated cutting of lines in the Baltic Sea, where you “do not yet know exactly how it has happened or who is behind it”. Sollfrank says: “But there are suspicions of how the whole thing could have happened and that there is also a clear harmful intention behind it.”

Soll frank’s command should ensure uniform leadership

With the operational management command, the Bundeswehr is geared towards state and alliance defense. It should be fully positioned on April 1st and then ensure a uniform leadership from the official and disaster relief, in the case of military evacuation operations and operations of the special forces up to extensive defense. The command also continues to develop the “Oplan Germany”, the first new defense plan since the end of the Cold War.

For the tasks, the operational command (EFK) and the territorial management command (TFK) of the Bundeswehr are merged. Sollfrank says that the reorganization in a uniform command is necessary about 30 percent fewer posts, which could then be used for other tasks.

“But we also have to break away a little from an originally behind the idea of efficiency,” says the general. “You cannot defend Germany economically economically, you have to effectively defend it.” Above all, the defense efforts should be effective and credibly deter. The general warns: “We can no longer choose.

The operational leadership command also looks at the protection of defense -important infrastructure nor the industry, without which neither the community nor the military can work. He pleads: “You cannot get security in Germany to the Bundeswehr.

Latent feeling of threat of a military escalation

The number of incidents has increased in the past few months and weeks. “That means: It is time to the perception level of our population. Here this latent feeling of threat of a military escalation with Russia is already there,” says Sollfrank. The awareness of the situation is rightly sharpened. “Because we are actually in a strategic confrontation with Russia,” he says.

The general assumes that Russia is specifically located, which reaction mechanisms are available in the case of disruptions and how to keep up with the will. Social and political cohesion would also be put to the test.

“They are cyber attacks, they are property damage, they are spying and targeted disinformation,” says Sollfrank. Russia is using this to damage Germany and NATO – but below the threshold of a military conflict and without being able to be assigned. Sollfrank: “You use the entire spectrum of possibilities that are in the toolbox with one exception: a classic attack with conventional armed forces – up to date.”

Russia should not underestimate Germany’s willingness to act determined. Soll frank: “I speak for my area of responsibility. The clear intention and the clear will to defend our country against any kind of aggression is absolutely available.”
