In the 2025 federal election, Berlin is divided into twelve constituencies, in Germany there are a total of 299. However, the division can change from compulsory to election.

How many constituencies are there in Germany?
Germany is divided into a total of 299 constituencies in the 2025 federal election, which are structured in such a way that they enable a fair distribution of the votes. However, these limits can change every four years because they adapt to the population development and municipal area changes.
Every voter has two votes. With the first vote, a person is chosen in the respective constituency. From the Bundestag election 2025, an applicant of a party wins an election set if she or he has received the most first votes in the constituency and this seat is also covered by second votes. A single applicant receives an electoral seat if she or he has received the most votes. The state list of a party is chosen with the second vote. The number of second votes decides how many seats a party receives in the Bundestag and is therefore the relevant.
