The contract for the use of Ukrainian mineral resources by the United States is still not final. But the two sides have set off what the deal should achieve politically – and what not.

The raw material agreement between Ukraine and the USA is to be signed in Washington on April 26. Before that, the Ukrainian Prime Minister Denys Schmyhal is expected to conclude negotiations on the contract text in the United States. This emerges from the declaration of intent, which both sides signed on Thursday. The Ukrainian government in Kyiv published the text on Friday.

This preliminary paper does not contain any economic key data, but explains that a joint investment fund should be set up to recreate Ukraine.

Does Kyiv have to pay for US military aids?

It is pointed out that the United States has had significant financial and material help from Russia since 2022. This could be an indication that Kyiv should repay this aid.

There is no question of security guarantees that Kiev hopes for. It only means that the American people together with the Ukrainian people “want to invest in a free, sovereign and safe Ukraine”.

At the same time, the planned contract is kept in such a way that it does not stand in the way of Ukraine’s obligations towards the EU and other international partners. In the meantime, according to media reports, there were contracts that would have made an EU accession to Ukraine impossible.

First framework agreement failed

The raw material agreement is intended to give the USA access to Ukraine soil treasures, especially to the rare earths that are important for high technology. Kyiv hopes to bind the United States as a permanent protective power. A first framework agreement had failed at the end of February because US President Donald Trump and his vice JD Vance in the White House with the Ukrainian head of state Wolodymyr Selenskyj were in dispute.
