The National Social Security Administration (ANSES) has arranged the repeal of Resolution No. 479/2014which had established the Registry of Lawyers and Administrative Managers authorized to represent the beneficiaries before the organization. This measure, formalized through Resolution 982/2024, responds to the need to eliminate bureaucratic barriers and simplify administrative procedures within the framework of the State deregulation process.

The repeal is framed in a context of economic and administrative emergency declared by the Decree of Necessity and Urgency No. 70/23which seeks to reduce the state structure and balance public accounts. Law No. 27,742, known as the “Law of Bases and Starting Points for the Freedom of Argentines”, introduces principles of good administration, transparency and simplification that have guided this decision.


According to the recitals of Resolution 982/2024, the registry affected the free choice of the legal representatives of the beneficiaries, unnecessarily limiting the professional activity of those who comply with the requirements of Law No. 17,040. Current regulations allow various people, such as lawyers and family members, to represent citizens before ANSES without the need to register in a specific registry, in line with the objective of facilitating access to benefits.

The repeal also seeks align ANSES regulations with the National Civil and Commercial Codewhich regulates mandates and representations between private without requiring additional bureaucratic requirements.
As of the publication of the resolution in the Official Gazette, ANSES will implement the corresponding regulatory adjustments, with the intention of achieving a more agile and efficient administration for citizens.
