The ANSES issues negative certification to carry out certain procedures in the economic field. I found out the details.
The National Social Security Administration (ANSES) is paying December salaries based on the published calendar and considering the holiday dates. These arrive with a 2.7% increase thanks to the mobility formula, in addition to all the extras of the benefits and the bonus that corresponds to retirees and pensioners.

Those who must carry out certain procedures that need to know the current state of a person in relation to the entity, such as to receive certain financial assistance or to buy dollars from banking entities, you can ask them for negative certification. This is issued by ANSES, and it is only necessary to have the CUIL.
