The government authorized the National Administration of Fuels, Alcohol and Portland (Ancap) to tender four areas in the sea to build wind farms that will be used for the development of the green hydrogen in the country, a decision that comes after the controversy surrounding the company’s participation in the HIF Global.
The decree signed by the president Luis Lacalle Pou Last week it established “defining areas or blocks to be offered for the granting of contracts at the risk of third parties for the evaluation of feasibility and potential production of green hydrogen and/or derivatives from renewable energies generated in said areas”, as had been anticipated. Scope last August.
Meanwhile, he also announced the creation of an interdisciplinary group between several ministries with the objective of carrying out “the coordination of the follow-up, monitoring and control of the referred offshore activities, and for the purposes of ensuring the generation and making available of the information necessary for this”.
The portfolios that will participate will be Ministry of Industry, Energy and Mining (MIEM), Ministry of Foreign Affairs (MRREE), Ministry of National Defense (MDN), Ministry of Transportation and Public Works (MTOP), Ministry of Livestock, Agriculture and Fisheries (MGAP), Ministry of Housing and Territorial Planning (MVOT) and Ministry of Environment (MA).
Within the group, it will be the MIEM who will carry out the role of leader. There it will be urged Ancap “to participate when required to fulfill the tasks of the working group, as well as to call on other Ministries to join through the designation of representatives.”
The importance of the project
In August of this year, the energy transition manager of Ancapthe engineer Santiago Ferro, He assured, in dialogue with Scopethat from the company there are many expectations regarding this new offshore wind energy project that promises to be another renewable source for the production of green hydrogen and its derivatives, a fuel that is the great bet of the Uruguay..
“It can be said that it is the most important energy transition project that we have been working on since Ancap “because of a scale issue,” explains Ferro, who assures that it could generate 3 gigawatts of wind energy and, with that, produce 200,000 tons of green hydrogen per year.
The project, which has already been approved by the Executive, will launch a bidding date in search of investments from private companieswhether foreign or national, to begin the exploration of suitable territories for subsequent development. For this, Ferro explained that many analogies are taken with oil contracts regarding the participation of Ancap in business.
In this sense, the energy transition manager of the state company explained that private companies are the ones that will carry out the exploration of land suitable for offshore wind energy and, if they find it, Ancap has the right to join by paying its fee of the costs spent during the search. In the event that the exploration is not successful, Ancap has no obligations towards the companies.
