The government reformed the State real estate liquidation regime and expanded the mechanisms of appraisal and auctionallowing the participation of public banking entities in these operations. The changes were formalized through the Decree 176/2025published in the Official Gazettewhich introduces modifications to the Decree 2670/2015.
According to the new regulations, “the base canon will be determined by the Nation’s Court of Values, by public banking entities or by those that act as financial agents of the State, whether national, provincial, of the Autonomous City of Buenos Aires, municipal or international.” In addition, these same entities will be responsible for setting the amount of the fee and its corresponding updates.

You can opt for the Direct contracting system in the following cases:
- When real estate for unique housing, trade or industry has been occupied for more than five years.
- When housing cooperatives or other non -profit entities request the property to develop “social housing” and accredit technical and financial viability to carry out the construction and cover the cost of sale.
- When an association or foundation occupies the property and has carried out infrastructure works in it.
The decision to apply this mechanism will be optional for the State Assets Administration Agency and will not grant acquired rights to the applicant.
How will the sale price of the properties be determined
The direct sale price will be determined according to the valuation carried out by the Nation Court of Values or by Public and Financial Banking Entities of the State, whether national, provincial, municipal, of the Autonomous City of Buenos Aires or International.

Likewise, it seeks to modify certain provisions of Decree No. 2670/15 and its amendments that hinder the implementation of an efficient procedure for the administration and disposition of said goods.
Federico Sturzenegger’s word after the measure
Federico Sturzenegger, the Minister of Deregulation and Transformation of the State pronounced regarding the measure and said he aimed to eliminate the monopoly of the Nation’s Tailed Court in appraisals, “streamlines the sale of state real estate and gives greater flexible to the State Assets Administration Agency (AABE) to administer these assets.”
In his X account, he also added that “it allows appraisals to make entities with greater knowledge of the local market (for example, Salta’s financial agent will have more criteria to assess a building in Salta than the TTN from Buenos Aires). This change facilitates the process, saves costs to the state and also releases the TTN to concentrate in cases of greater complexity.”
