Russia’s nuclear threat
As Zelensky spoke at the UN, Russian President Vladimir Putin held a televised meeting with his advisers where he proposed changes to Russia’s nuclear doctrine that would allow it to use nuclear weapons in response to a “massive” airstrike.
Putin’s warning comes at a time when Ukraine is asking for permission to use long-range weapons from its allies that would allow it to attack Russian territory.
