The decision was made after only a Belgian company presented an offer and denounced that the requirements favored another signature of the same country.


Through the Resolution 4/2025, Published in the Official Gazette with the signing of Iñaki Miguel Arreseygor, head of the ANPYN, the structure of the body was established. The cusp will be the executive director, seconded by an executive deputy director and an internal audit unit. In addition, it will have two main management:
- Technical Coordination Managementwhich will cover the areas of port engineering and navigable roads, shipping policies, and port operations and services.
- Legal and Administrative Coordination Managementwhich will have under its orbit control of management, administration and finance, commercial, legal matters, human capital and technologies, systems and innovation.
The Anpyn was created in January this year as an autarkic entity with its own legal statuscapable of acting both in the field of public and private law. According to article 3 of Decree 3/2025, it will be the only National Port Authority and responsible for applying laws and regulations in its competence.
In addition, the regulations establish that the ANPYN will assume the functions that previously performed the Undersecretariat of Ports and Navigable Ways and the General Ports Administration Unipersonal Anonymous Society. While a new adjudication process is defined, the agency will also be in charge of the concession of the navigable trunk road, a key route whose maintenance and operation is financed by collection of tolls.
The recently canceled tender, which had been launched in November 2024 under the orbit of the Ministry of Economy, contemplated a contract with estimated revenues of US $20 billion over the next 30 years, with the possibility of extension for a similar period.
