The reforms that the Government will promote will allow the Vehicle Technical Verification to be carried out in private facilities. What requirements will they have to meet to offer the service.

Javier Milei’s government continues with its deregulation agenda and he already has his next objective in mind: to advance in the opening of the Vehicle Technical Verification (VTV). In this way, the measure will seek to enable official dealers and authorized workshops so that they can offer the service.

Currently, the National Traffic Law – in force since 1995 – already enables this possibility although in practice it was never carried out, so only the current VTV and Mandatory Technical Review (RTO) plants were enabled. Regarding the project, the Minister of Deregulation and Transformation of the State, Federico Sturzeneggerannounced that “the provinces have to adhere to this change. It is intended that the technical verification can be done at a concessionaire, which is why we are going to include it in the Traffic Law. But the provinces have to adhere tailored so that it can be applied in each jurisdiction.

According to information from the media Infobae, the Government will seek to advance with the changes already established with the approval of the Bases Lawwhere emphasis was already placed on opening this market to private establishments. Beyond this, the Traffic Law in force provides that “the parts and systems to be examined, the periodicity of review, the procedure to be used, the criteria for evaluating results and the place where it is carried out, are established by the regulations and completed by the competent authority. delegate the verification to the official dealerships of the manufacturers or importers or to authorized workshops for these purposes, maintaining strict control.”

In this sense, article 35 details that “private or official vehicle repair workshops, in aspects related to safety and pollutant emissions, They will be enabled by the local authoritywhich will keep a record of them and their characteristics.”

Beyond the Government’s intention, Sturzenegger made it clear that the change will depend on the provinces adhering to the new provision. On the other hand, other conditions must also be met to move forward with deregulation, some will be the responsibility of the State and others will remain within the sphere of action of individuals.

What requirements must be met for the deregulation of VTV

First of all, according to the media Infobae, the Government will seek to create a “national ecosystem” that generates the legal and technical framework – referring to the necessary equipment and its updating – on which the points authorized to carry out the reviews will operate. Currently, VTV and RTO plants only verify vehicles from their own jurisdiction. In the Autonomous City of Buenos Aires there are 7 plants in operation while in the province of Buenos Aires there are 30.

On the other hand, it is expected that the ruling party will also replace the wafer or sticker that is placed after passing the verification of each vehicle through digital documentation that can be displayed through a application like My Argentina.

As for the workshops and dealerships that can join the service, they must meet a series of requirements in reference to the equipment and training of its personnel. In detail, to carry out the technical inspection of a car, the premises will need to have:
