It is the job of Congress to decide how funds are appropriated and spent. The president can say yes or no to the budget. But in the end, Parliament decides what should be financed and what should not. A lot of money is earmarked. The White House is likely to try to delay payouts, prevent them altogether or attach conditions. I expect that Donald Trump’s administration will try to centralize spending power. Elon Musk and Vivek Ramaswamy will prepare proposals on what should be cut.
