The Russian Ministry of Internal Affairs has prepared a bill on blocking the sites of financial pyramids, said the head of the Main Department for Economic Security and Anti-Corruption of the Ministry of Internal Affairs, Police Lieutenant General Andrei Kurnosenko.
“Proposals on legislative consolidation of the possibility of restricting access to sites of Internet pyramids (HYIP projects) have been prepared and sent to the Ministry of Digital Science,” TASS quoted him on December 9.
According to Kurnosenko, pyramid schemes get the opportunity to attract a large number of depositors thanks to the use of IT technologies in their illegal activities.
“In these conditions, an additional task of the employees of the Ministry of Internal Affairs of Russia is to increase the financial literacy of the population,” explained Kurnosenko.
On December 6, Ph.D. in Economics, financial analyst of Rambler, Mikhail Belyaev, spoke about the structure of financial pyramids.
According to him, most often, when building a financial pyramid, fraudsters conclude contracts with potential victims on the manufacture of some kind of product that in fact they are not interested in.
On the same day, the director of the information security department of the Central Bank, Vadim Uvarov, proposed introducing a simplified procedure for returning money to citizens who suffered from fraudsters. The size of the amount will be determined by the Central Bank.
