Popular Russian social networks can become a “universal access point” to socially significant information. This was announced on Thursday, December 30, to Izvestia in the Ministry of Digital Science.
“We proceeded from the fact that social significance cannot be determined only by formal criteria, when there is a simple and obvious parameter – the demand for resources from users. It is obvious that today social networks are the most popular and convenient for the audience, “- thus the department commented on the information on the possible inclusion of the social networks” Odnoklassniki “and” VKontakte “in the list of socially significant online resources.
The ministry proposed to form a list of the most important sites, using such logic so as not to “overload the list with thousands of sites.”
As the source of Izvestia reported on the same day, the overwhelming majority of commercial companies will disappear from the list published on the website of the Ministry of Tsifra, which currently mentions 391 resources. However, VKontakte and Odnoklassniki will be included in it, the source said.
The interlocutor of the publication explained that the state actually approved the rules for maintaining the list in order to support the Russian players in this market, to allow “to retain their audience and attract traffic primarily to mobile devices.” It is planned that this will be achieved, in particular, through free communications – through messengers built into social networks.
Earlier on December 30, the head of the Russian government approved the composition of the government commission to determine the list of free socially significant information resources and the rules for its maintenance. It includes the heads of telecommunications and IT companies, media holdings, TV channels, as well as representatives of federal authorities.
The federal law on the provision of free access to Russian socially significant Internet services was adopted in August 2021 as a result of a pilot project. As part of the experiment, which was conducted by the government, about 400 resources were selected, including portals of a number of media outlets, museums and cultural institutions, government bodies and Internet search engines.
